CDR Brian P. Hogan is a native of Fairfax, Virginia. He is a 1998 graduate from the United States Naval Academy with a Bachelor of Science Degree in Electrical Engineering. He also holds a Masters in Engineering Management from Old Dominion University and a Masters in Arts in National Security from the Naval War College.

His sea tours include service as Chemistry and Radiological Controls Assistant, Damage Control Assistant, Assistant Engineer, and Operations Officer on USS CITY OF CORPUS CHRISTI (SSN 705), Engineer Officer on USS MINNEAPOLIS-SAINT PAUL (SSN 708), and Executive Officer on USS WYOMING (GOLD) (SSBN 742) and USS NEVADA (BLUE) (SSBN 733).

Ashore, he has served as the Flag Aide for the Commander Submarines, U.S. Pacific Fleet, on the staff of the Deputy Chief of Naval Operations for Undersea Warfare (N97), and as the Executive Officer of the Tactical Readiness Evaluation Team for Commander Submarines, U.S. Atlantic Fleet. CDR Hogan’s personal awards include the Meritorious Service Medal, Navy Commendation Medal (four awards), and the Navy Achievement Medal (four awards).

John Ross

Lieutenant Commander Ross, a native of Prairie Village, Kansas, enlisted in the United States Navy in August of 1995. Following completion of Electronics Technician ‘A’ and ‘C’ schools, he served on the USS RAMAGE (DDG-61), USS STETHEM (DDG-63), and as an installation technician at Naval Computer Telecommunications Area Master Station Detachment Hampton Roads. In 2001, LCDR Ross was selected for the Broadened Opportunity for Officer Selection and Training Program and subsequently reported to Officer Training Command, Newport, Rhode Island.

In May of 2005, he completed his B.S. in Finance with a minor in Japanese from Penn State University and was commissioned through the Seaman to Admiral-21 Program. After completing the nuclear training pipeline, he reported for duty onboard USS PITTSBURGH (SSN-720) in Groton, Connecticut where he served as Main Propulsion Assistant, Reactor Controls Assistant, and Assistant Engineer. Following his assignment on PITTSBURGH, he was selected as the Submarine Force representative to attend The Wharton School at the University of Pennsylvania where he earned his M.B.A. in Finance in 2011. He was subsequently assigned as the Strategic Weapons Officer onboard USS NEVADA (SSBN 733)(Blue). Following four strategic deterrent patrols on NEVADA, LCDR Ross reported to Commander, Submarine Forces, U.S. Pacific Fleet in Pearl Harbor, HI where he served as the Force Strategic Weapons Officer and Force Strategic Operations Officer while attached to the N9 directorate.

Lieutenant Commander Ross reported to PCU DELAWARE (SSN 791) in April 2017 where he is currently serving as the Executive Officer.

His decorations include the Navy and Marine Corps Commendation Medal (2 awards), Navy and Marine Corps Achievement Medal (4 awards), and various unit and campaign awards.

Lieutenant Commander Ross is married to Dr. Asako Matsuura of Scarsdale, New York. They have one child, Zachary.

FTCM(SS) RICHARD C. HEERING

RICHARD C. HEERING

Master Chief Heering, a native of Philadelphia, Pennsylvania, enlisted in the United States Navy in January 1997. Following completion of basic training at Recruit Training Command, Great Lakes, Illinois he reported to Submarine Learning Center, Groton, Connecticut where he completed Basis Enlisted Submarine School as well as Fire Control Technician Pipeline.

Upon graduation, he reported for duty onboard USS BOSTON SSN 702 Groton, Connecticut as part of the decommissioning crew. His follow on fleet assignments where onboard USS LOUISVILLE SSN 724 in support of Operation Iraqi Freedom, USS SANTA FE SSN 763, and USS CHARLOTTE SSN 766. In addition, Master Chief Heering completed shore assignments at Naval Submarine Support Command, Pearl Harbor Hawaii and served on the Tactical Readiness Team for Commander Submarine Forces Atlantic in Norfolk Virginia.

Master Chief Heering is currently serving as the Chief of the Boat onboard PCU DELAWARE SSN 791. He holds a Bachelor of Science and Business Administration Degree with a major in Computer Information Sytems from Hawaii Pacific University. Additionally, Master Chief Heering is a graduate of the U.S. Navy Senior Enlisted Academy Class 192, Command Master Chief Course and has earned his Enlisted Submarine Warfare designation.

Master Chief Heering is married to the former Lori Ashley Hopper of Lexington, Tennessee and has three children; Hadley, Christian, and Jameson.
